2026 Allegheny County Voter Guide

Allegheny County Elections says mail-in voting will proceed as planned despite recent legal challenges. Voters who request a mail-in ballot should receive it when ballots are ready under Pennsylvania Department of State guidelines.

If your ballot does not arrive, you still have options: vote at a satellite location, request an over-the-counter ballot at the County Office Building, or vote at your polling place on Election Day.

Any Allegheny County voter may use any satellite election office to register, apply for, receive, vote, or return a mail-in or absentee ballot.

October 7 and 8 — 9:00 a.m.–4:00 p.m.

October 17, 18, 24 and 25 — 9:00 a.m.–4:00 p.m.

Voters may return only their own ballot unless they have a completed designated-agent form.

Over-the-counter voting will begin after ballots are finalized following the September 14 state filing deadline. The opening date will be announced by Allegheny County Elections.

Once available, voters may request a ballot on the first floor of the County Office Building, across from the elevators, during regular business hours:

The service will remain available until 4:30 p.m. on October 27, 2026. Any Allegheny County voter may request a ballot over the counter or return a completed mail-in ballot at the counter.

You may vote at your polling place on November 3. Poll workers will check whether you are listed as a mail-in ballot recipient. If so, they will provide a provisional ballot packet.

A provisional ballot is completed like a regular ballot, with additional paperwork. After Election Day, the Elections Return Board will review the ballot to confirm that the voter is eligible and that another ballot has not already been counted. Qualifying provisional ballots will be added to the election totals.

You may return your completed ballot in person at a satellite office, the County Office Building during regular business hours, or designated ballot-return locations.

Three additional ballot-return locations will be announced following the September 4 resolution of the Allegheny County Board of Elections.

On Election Day, voters may return a voted mail-in ballot at the County Office Building's Ross Street entrance from 7:00 a.m. to 8:00 p.m. Brief parking is available on Ross Street while returning ballots.

You may return only your own ballot unless you are acting as a designated agent.

Before Election Day, confirm your polling location using the countywide polling-place list or the Pennsylvania Voter Services Polling Place Locator. You will need your municipality, ward, and district to identify your polling place. Former polling locations will have signs directing voters to their new locations.
